Defra & changes to passports

Defra is asking horse owners and passport-issuing organisations to comment on the changes being made to equine identification procedures. As horse owners and breeders, we do not usually have an opportunity to comment on Defra’s proposals, so this is a rare opportunity for us to influence how equine passports, health and welfare are managed.

The British Horse Council has made it easy for the UK’s 750,000+ horse owners to respond to their own short survey, now live at This takes 5-10 minutes and closes on 20 May 2022. Alternatively, Defra’s full consultation will take you 30-40 minutes. This is now live at  and closes on 28 June 2022.

So, if you have views on the future for paper passports, how they are updated, whether going digital is an option, what happens if disease takes hold, or you are worried about maintaining the integrity of breeding and pedigree information or how enforcement will be managed, now is your chance to comment.

There will be a response from the Society as a whole, but your individual responses are equally important.
